Learn to spell VTEC, it's a pet peeve around here. v-tech is a cordless phone and other consumer electronics manufacturer.
You don't need a VTEC controller unless you mod your car a bunch and you're able to tune it on a dyno.

After getting an I/H/E set-up you may want to lower the VTEC crossover point but tuning capabilities are also a must so I'd suggest an Apexi V-AFC or even better a Hondata. Hondata has better tuning parameters but the Apexi will give you the VTEC crossover you want. Wait til you get some internal mods(cams,gears,valvetrain,pistons, etc) plus an I/H/E set-up.

i believe that tuning with a hondata, uberdata, vtec controller, etc... will just get the most hp out of your setup. however, you don't have to have some crazy setup. with i/h/e, tuning will probably just make it a VERY reliable car. if i had the money, i wouldn't mind leaning my car out a bit and getting the extra HP.
