I'd offer him $12,000... it really looks mint.
The problem your going to face though is registering it with the rebuilt title. He's registered it in WA, so if you were in WA there would be no problem, but you're not.
I know that when I registered my rebuilt title R, the first thing they said at the DMV when I showed them the CT title (I'm from NY) was "Your going to have to get the car a special inspection at the salvage department". Luckily the car was rebuilt and inspected in NY prior to CT, so it had a registerable title in both states, but if that wasnt the case, I would have had to deal with the more rigourous inspection they do for salvage title cars (which it would have failed miserable due to problems I'm still fixing).
Anyways, check with you local DMV for sure before you drop a dime on it.

Only thing with that is it could be harder to sell when you want to get rid of it.
You also have to make sure everything on it is Type-R stuff. When our cars get stolen, the drivetrain is almost always gone along with the suspension, and brakes sometimes.
Make sure to carfax the engines vin along with the cars vin.
Personally I would find another 1-2k and get a type-r with clean title.

this car is clean as hell. i will offer 12 and probably spend 12.5. i dont plan on selling it anytime soon so it shouldnt be a big deal really. thanks for all your guys help
ht is awesome

I think it would be worth the headaches of salvage title status. $12500 is a great deal if it hasn't been raped.
The only red flag is that the cams have been replaced, but I guess the theives nabbed those perhaps.
How's the interior? Is it complete?
