I don't think he was racing. It looks like he was going to change lanes without looking, saw the car he would've hit and swerved to avoid the collision.

Don't know, but the truck next to them doesn't seem to be racing yet it keeps up with the pace of the other two cars. And the speedo on the Passat (from which the incident was filmed) appears to read in a typical range for driving on a street like that.

Here's what I think: I think they were done racing and the civic did a flyby. He then lost control like the idiot he is and end of story.

Looks to me like they were just cruising... the civic in the middle gets distracted picking out his belly button lint or something, looks up and realizes he's almost hit the other civic, and does an amazingly stupid brake and swerve manouever and loses control.
