help with decoding a P73-C03 ECU

My friend needs an ecu for his swap

Is the P73-C03 ecu

JDM? Or Canadian?

I searched and cannot find out a for sure answer

Will this canadian ecu communicate with US emmision computers?

In arizona they use the obd2 plug to plug in and scan the ECU and ect.

Any idea?
