ecu problems

Alright, bear with me here. My question is should a bone stock p28 from a 92-95 sohc vtec civic plug into a 00 gsr via a skunk harness and at least idle properly w/out throwing a check engine light? The reason I ask is that I was sold a p28. I plugged it into my gsr without chipping it, just to test it. As soon as I started it I got a really erratic idle and the cel lit immediately. I asked my mechanic to look at it and he said the ecu was bad. I spoke to the person I purchased the ecu from and he said the ecu had to be chipped before it would work properly. Does anyone know if this ecu sounds as if it is broken or do I really need to chip it first before it plugs into my gsr. Oh and the guy I bought it from said that there was a possibility that the ecu was from an automatic transmission civic and that would cause a cel. Somehow I think he is wrong.
