Default Do head studs stretch?

Im not talking about stock head studs, Im talking about something like APR studs. Are they MADE to stretch when initially torqued down or something? I had to end up taking my car back to the shop because the head gasket was leaking, and it turns out(from what my mechanic told me) that the head studs didnt stretch or something. So he did something(god knows what) and now it should be ok. WTF is he talking about?
