Windshield Wiper Delay?

Hey guys, i just got my car from the shop. When i flick the windshield wiper ****, it has like a 5 sec delay untill the windshield wipers actually start moving! WTF?! Anyone know what this could be? Thanks

Perhaps you have a bad or malfunctioning relay.
