In all seriousness, it is a grounding strap to eliminate getting shocked when you get in and out of the car. I think its tacky though...jdm or not....

after searching a bit on google and finding similar (far less-attractive) straps online, seems like these would help in the rare, unlikely and unfortunate event in which a static electricity shock might blow you up while fueling at a gas station..

i also read on one of those pages you have better odds of winning the lottery than exploding at the pump due to static electricity..

*shrug*

edit: clean car btw.
