where is it hanging from? im not sure, but it looks like it could maybe a fan connector.

it's over by the abs unit and for as long as I know it's never been in anything I've always just place it out of the way

well is there anything in your car that doesnt work? does the fan come on? test the abs?

yeah the fan works and the does or it did till I did a motor swap I'm going to see if the abs works. b back

Actually, It looks like the relays for the fan or something, that usually are bolted in a more hidden spot.
I just realized after staring at it.

I would also agree with several of the posters that it is a relay.

Either the A/C Compressor Clutch Relay or Condenser Fan Relay.

My guess would be the A/C Compressor Clutch Relay.

ok if it's the a/c relay I don't have a/c in my car would it alright to remove

It may be for something else then, I wouldn't recommend removing it.

Did the car ever have A/C, and are there 2 fans on the radiator?

I thought in most Honda/Acuras, the ABS relay was in an enclosed black fuse/relay box. Hmmm... Possible...but???
