195 is the width of the tire, 65 is the thickness I think

195 is the width, and 65 is the percentage of that in thickness.

The first number(195) is the width of the tire in millimeters, measured from sidewall to sidewall. To convert to inches, divide by 25.4

The second number is the aspect ratio. This is a ratio of sidewall height to width. With your 195/60/15, the tire is 7.68" wide, multiply that by the aspect ratio to find the height of one sidewall. In this case, 195x0.60=117mm or 7.68"x0.60=4.61".
