It's probably because your tires are too large. Here are the best fitting tire sizes for Integras:

On 14" wheels, 185/65-14 or 195/60-14
On 15" wheels, 195/55-15 or 205/50-15
On 16" wheels, 205/45-16 or 215/45-16
On 17" wheels, 205/40-17

If you're not using one of these sizes, that's why you're rubbing. Use the right tire size and it shouldn't rub at all.

what u mean by 1/4 panel? and what u mean by ever hit? mine rub too... im planning on taking it apart to take a look at my stuff... i have a feeling it might be the stock orange rubber piece that goes on top of the strut that can be off-placed.... and also, when i turn into a driveway by making a right.. it doesnt scratch because im driving slow but it seems like my springs compress and makes a POP noise... i just know it doesnt sound good.

Sure it explains it. YOUR TIRES ARE TOO BIG. They're 20 mm wider than stock and 5 percent (more than a full inch) larger in diameter - that's WAY too huge! It just so happens that they rub first in one particular wheel well. I'm surprised the other tires aren't rubbing too.

You are also experiencing several other problems due to using the wrong tire size. Your speedometer and odometer read low by 5 percent (that's a lot). And your car accelerates slower in each gear because of the larger diameter (it's like putting taller gears in your car).

Look at the calculated outer diameters of the various tire sizes and you can see why you're rubbing because of your oversized tires:

195/55-15 (stock on some Integras) 23.44 inches

195/60-14 (stock on other Integras) 23.21 inches

205/40-17 23.46 inches

215/45-17 24.62 inches

If you want to waste your money on shocks, go ahead. The fact is, your problem has NOTHING to do with your shocks. You need to get the proper size tires - 205/40-17 - and then your rubbing problem will be solved.

That does indeed sound like a suspension problem. But it might not be the shocks. (Ways to tell if the shocks need replacing are (a) if they leak fluid, or (b) if the car seems to bounce.) Put the car up on a lift and check out the suspension thoroughly. Noises like you describe can be the control arm bushings are worn/cracked, it might be a bent control arm, stuff like that.
