Testing Brake Light Switch???
I believe it just switches 12 volts to the lamps, as opposed to providing a ground. Check for 12 volts on one of the terminals. The other one won't have any volts on it until the switch is activated.
Simpler way would be to use the continuity (ohms) part of the meter. So you get the idea and to test the meter, set it to ohms and put the two probes together. The meter should read zero. Pull the connector off the switch and put one probe on each leg of the switch. It should read zero when the switch is activated.
