A light is not going to make V-tec "kick in". It doesn't work that way.....
V-tec engagement is set by the factory in the ECU. Getting a new ECU, (ie. mugen) or V-tec controller (ie V-AFC) is the only way to adjust when it engages. Odly enough a Shift Light can be programed to turn on at a set RPM that you designate. So I would just set your light to the RPM in which V-tec gets engauged. Like say 5,600 - 5,800 or so. This number will fluxuate if you have a non stock ECU, V-tec Contoller, etc.

This only works if you have solar powered vtec.
