how exactly does it work?

Only on the GSR and at 6k which is in the "upper" rpm band, mid is generally referred to from 3k-5/5.5k. The type R does away with that (along with aftermarket intakes), the H22 has it, but the RSX-S does not (the RSX base does as well though).

Since i have a gsr i will use those numbers

First off the car has to be at operating temperature and be moving, reving in the driveway will not cause vtec to engage. Oil pressure must also be normal.

at 4600 rpms the ecu sends a signal to the vtec solenoid which allows oil pressure to move a pin type thing to engage the vtec lobes on the camshaft which have greater lift and duration than the other lobes. At 5800 rpms a senor that senses vacuum pressure is set to trigger the secondary runners on the intake manifold to open up. The secondaries open so that the torque curve remains relatively straight. Vtec engages at 4400 (stock gsr, actually varies to some degree depending on engine load, temp and probably some other factors)
Secondaries open at 5950
