Starter issue.

Today when lunch time came around I got in my car to get something to eat and my starter would just keep clicking.
It rained really hard today and i drove through some pretty big puddles. Would water be able to make a contact path between the neg and pos on the starter causing it to short when i try to fire it up?
Also my friend said he saw sparks from that area when i was trying to start it.
After trying for a while the car started and acting completely normal. I turned it off and on a few times just to be sure. I guess the water dried up or something.
