Default speedometer/outlet

having two problems i cant figure out. the first is my speedometer. when i turn the car on it automatically jumps to 43, but it measures speed accurately off of that (i.e. 53 is really 10mph, 68 is 25, etc). is there a way to fix it without recalibrating?
also, the outlest (cigarette lighter) isnt putting out power. i looked behind it and theres a bundle of wires with a female end not attached to anything, which im guessing is the problem, but i cant find the male end. is there a way to trace it? have a 95 integra ls
