speed sensor fuse is the same fuse under the dash for ELD, alternator, TCM and charging system light. it will blow if you have a bad ground to the negative battery terminal, so i wouldn't assume it's your VSS.

I don't know if it would apply to you or not but there was a tsb for the 99-00 civic si's for that fuse repeatedly blowing because of a wire rubbing under the intake manifold

I'd actually DEFINITLY check that. It's a well known fact that Civics and Integras are basically the same car, and the fact that you're car's a GS-R and the TSB is for an Si, both their respective platform's high-performance models, both with OBD-II DOHC B-Series motors, chances are the engine part of the wiring diagrams will be nearly identical... check around the IM for a short to ground.

what do you mean normal? it should be bolted onto the transmission...maybe you should get someone to find it for you...honestly you can see it with your eyes just by looking down at the tranny

Dude said the TSB talks of the circuit rubbing and grounding out on the intake manifold. Did you follow the harness up to that point to look for issues?

I had this problem on my 98 honda civic. Jack up the car and go underneath and take of the intake manifold support bracket. When you take that off you will see a connector and an open wire. Its really easy and will fix all your problems.
