Instead of getting huge aftermarket brakes and calipers for a car that can barely see 130mph would ITR brakes fit a 1stgen as long as i have 15" (or bigger) wheels?
Yes. You need to modify 4x114.3mm Prelude VTEC rotors. See this thread.

4x114.3mm Prelude VTEC and 5x114.3mm ITR rotors are the same dimensions for both the diameter (282mm) and thickness (23mm). The Prelude rotors have the correct 64mm center bore for your hubs. A 5x114.3mm pattern ITR rotor has a 70mm center bore, which is too large. You also cannot redrill a 5x114.3mm patter to a 4x100mm pattern without overlapping holes and affecting the rotor balance.
You have a 1st gen, so I do not know if this will work. Take some measurements and ask questions before proceeding. These are your brakes.
It looks like your current front brakes have a 61mm center bore. You may need a centering ring to find larger rotors. The diameter should be 242 mm with a 17 mm thickness. You need to verify these numbers.
