not really. you need a drill, drill bit, and metal niblers. you can g to Radio shack and get niblers. they are like 8 bucks I think or less.
The part about the measuring you will need to do. there are many threads under the archived search section about the proper location. but if its a little off no one will know.
You mask off the area and drill a hole in the middle. of the area you are cutting out
Look at the pic below. there is a little square peg that sticks out ont he right side. see that little notch? well you shove that into the hole and grab an edge of the metal with that notch. when you squeeze the handles the metal peg will retract and "nibble" out a small square piece of metal. dont worry it doesnt take that much effort and strength to bite the metal. its a bit slower than the grider but much more precise.
I suggest you closely look at your sidemarkers. notice that there is a springy piece of metal. well if you make the hole too big there wont be enough tension. you want to make the hole a little smaller than that width. so when you slide the sidemarker in the spring will compress and put tension on the edge of the metal. So take ti slowly and nibble a little at a time. test fit it and if it is too tight then nibble some more.
once you get the right hole made you also might want to get some touch up paint and paint the edges. they will be bare metal and if you live in a humid environment or it snows then water will get trapped there.

Also, I spoke to someone from passwordjdm when i was installing mine and asked for the exact measurements of where the sidemarker sits on the fender. I was told (this is what i went by as well with the help of the link above), from the very back part of the fender (where the fender meets the door), its 4.5 (4 1/2) inches and from the top of the fender (where the fender meets the hood), its 8.75 (8 3/4) inches.
