no its not the fuse! or the bulbs! so what could it be, both of back up lights are out and I changed the bulbs and the fuse and everyhing is ok except the lights don't turn on, any suggestions/ advice? the car is a 94 integra 4dr, let me know thanks.

try the switch

 

i'd start out by testing your backup light switch near the bottom of your tranny. put your car in reverse, pull the plug for the switch, and use a multimeter to test the switch for continuity.

if the multimeter doesn't beep, the switch is bad.

 

will be able to just see the switch after taking out the boot? or how can I find it

 

jack up your car, and follow the wires going to the bottom of the tranny.
