hey guys.. im kinda new here, but how come some jdm front conversion has the little thingy hanging down the front bumper or is it a lip?

It's a lip

 

It is a aftermarket lip, from a manufacturer called Top Fuel.

The original Honda lip is more subtle and plain looking.

There are several aftermarket lips to choose from, if you search "integra lip" or a varient thereof, you'll see plenty of examples.
