Im sure it is i remember when i shipped my used kit, bottle was empty so no probs but they were bitching about the fuel pump. I had to get it cleaned out by a shop before shipping. Why dont u call and ask?

 

When I shipped my fuel pump (which still had a little in there to keep it from siezing). They just asked what was in the package, I said "a fuel pump", they said "does it have any fuel in it?", I said "no" and that was that...
