PCV flow question

Does the flow rate of the PCV matter?
I changed mine today and the old one (which was prob the original) seemed to flow 2x as much when I blew through the bottom. The new OEM one almost like vibrated or pulsated when I blew through it. Both of them blocked reverse flow which is good. I also got a Purolator one from Pepboys and it flows a little bit both ways!
Original OEM: 17130-P72-003 brown color
New OEM:17130-PM6-G01 red color
This is important since I have a strict CA smog test coming up.
