pretty sure you can i dont see why not

as long as you swap out all the components like intake mani dizzy you'll be good

the dizzy on a OBD1 has 2 plugs thats y its diffrent
the Intake manifold has some diffrent sensors on it i think
the valvecover all fits i have a B20 valvecover on my LS

I think you have several options.

Run an obd1 valve cover and run the blackbox components.

Or run the obd2 valve cover and PCV valve, but then block off the blackbox and vent only the head, similar to what some people do with B series VTEC block and heads, but you'll run the pcv on the valve cover to the intake manifold.

There may be more options, but some that I just thought.

Both great options. Personally, I'd go with the first. If you don't want to find a OBD1 valve cover, but you plan to stick with the black box system on the OBD1 block like the fist option says, you should be able to just put a vacuum cap on the PCV valve on the valve cover. That would block it off.
