i was taking apart my valvetrain on my gsr head and i dont know if its the intake or exhaust side but one of them didnt have inner valve springs...is that normal???

Yes, this is normal. The ITR actually uses the GSR dual intake springs for the exhaust and unique dual intake springs for the ITR intake. You can learn much from the part numbers:
