Need some help....EO problems?

Default Need some help....EO problems?

OK, so I bought a 96 Integra, I went to register it and didn't realize nor did the previous owner that his last smog was just 6 days shy of 90 days. Anyways, I had picked up the car not realizing, and he lives a bit of way and I've been in contact with him so I was like hey, I'll get it smogged and when I come back down there to get the title signed just get me back. I'm still in contact with him etc, anyways....

I went to smog it today and I didn't realize there wasn't an EO sticker on the cold air intake, I called him up and he said let me find it and I get it sent to me D-392-18 second line, which I'm assuming is the part number 21-563. I'm not to familiar with this specific stuff so bear with me....anyways, do I need that sticker on there to get it smogged or will supplying the number to the smogger suffice? Secondly, I did a part search with AEM for that part number and the intake doesn't look like those. THIRDLY, I did an EO search on the number he sent me through the ARB online and I can't find the part number under D-392-18. When I look for the part number, it comes up for Toyota Celica's, but not under that EO number.

So, my question is, is that ok? Am I getting stiffed here? Did he send me his Celica's EO number? Can that be installed on my car? How do I fix this? Is the intake specifically for the celica and put on mine? Someone please enlighten me, my girlfriend is extremely pissed at me about all this.....
