I have no idea how to remove this bolt. It's coming off a trailer hitch from a 1991 integra ls.

EDIT: It is in a tight place so I have no space to cut it off or anything like that.

WHERE on the car is it can you get a better pic ? why remove it seems to be out of the way. is it on the to hook ? imo you could get an angle grinder up in there.

 

Can you not fit an open end wrench in the gap to get to the bolt head?

 

It's on an extra bumper that I picked up to replace the old one. I only need the cover so I'm trying to get it off. In order to take off the cover, the bolt goes through the bumper into the hook. I had to pry the inside metal protector to get this shot.
