Default NEED HELP,FAULT CODE 20(ELECTRICAL LOAD DETECTOR)

hey i have a jdm 91 da6 running a b18cr with obd0 loom, obd1 ecu with 0bd0-obd1
boomslang ecu conversion harness.
the problem is wen the obd1 ecu is pluged in it doesnt want to start,its as if its
not getting enuf fuel n throws code 20(electrical load detector).but then when i plug the old obd0 ecu back in it starts up fine...
can anyone please point me in right direction on were to start!
ive gone thew all the wiring n everything n now running out of ideas

it might be the fuse box, you need to replace it

check fuse #15 under the dash
