Need Help- Engine Losing Performance

Default Engine Losing Performance- Timing Problem maybe-want to know what you guys think.

I have a b18b motor and all of the sudden I'm starting to feel like it's going to die. Let me be more specific. I have 2 problems:
First Problem: The car starts up fine, but when I shift it into 1st gear and steadily accelerate to about 3000rpm the motor feels like it's not going anywhere. It feels kind of like when you red line and can't go any further. This is also consistent through all the gears. I hate this and wonder if anyone has an idea of what it can be. My guess is the timing might need to be adjusted. I just got the car back from my buddy's shop. Plus, I just got a valve adjustment,new valve seals, water pump replaced, new head gasket, new timing belt, new plugs and the pulley replaced. I also got a leak down and a compression test done on all cylinders. When I got it back the timing was off, and we fixed it. The only other thing I can think of is the RAIN. I have a AEM CAI and drive in the rain to work all the time. I know I shouldn't , but that is the only way I can get around. If this is not enough info please let me know.
Second Problem: Even though I have taken the car in for a leak down and compression test, meaning no bad rings or leaks in engine, my car still has black smoke coming out of exhuast and my spark plugs come out covered in oil. What the hell is wrong with this engine???

If anyone can help me please help!!! If you think it's time for a new motor then so be it. If I can rebuild this motor please let me know. Friends have been telling me to buy a new motor but I don't want to spend that much money until I know for sure that my motor is toast.

ok for the 1st question it might be that your clutch is slipping or maybe un aligned but don't take my word for it...check it yourself or have someone you know who can do it take a look..

not positive but in regards to the second question it could be valve stem seals or guides. Dont know a lot about teggys but those are two general problems that cause what your describing besides bad oil control rings.
