two thin; one check fuel pressure specs 35 to 37 psi at idle and see if the regulator diaphragm is not leaking;(you will see fuel were the vacuum hose goes), two connect a volt meter to the O2 it need to cycle from about .01 volt to .08 volts, you could have a broken fuel pressure regular making your O2 read rich or if all looks good possible bad ecu, know a bad ecu extremely doubtful Honda ecu are extremely good.
