need help: climate control lighting

only like a quarter of my climate control lights up and some lighting is really dim. i replaced the climate control with a different one but still the same problem. ground seems to be ok. any ideas on what can be the problem, dash harness?

Either way, pull the HVAC control head, [climate control] and test the red/black lead(s), [illumination power] should be 12V+ when park/head lights are on, if good test the red lead(s), [illumination ground, from "Dash Lights Brightness Controler" continuity to ground will change as you rotate the DLBC, when turned all the way up there should be full continuity the ground. 94
