when i turn my car on the main. req light flashes on and off for about 8-10 seconds

i failed smog previously and a couple friends took a look and said my crank pulley was slipping, or it might be a bad timing belt

any other suggestions before i take my car into honda and drop a lot of cash ?

car: 94 integra LS

 

that light is just an oil change light, it comes on every 3,000 miles. you can reset it by turing the key to the on postition and press in the button under the dash by your right shin.
