low idle problem...SOLVED
when I changed the timing belt I installed the exhaust camshaft one tooth retarded. Too much valve overlap at idle and no vacuum. it idled at 500 rpm. RUNS PERFECT NOW. Lesson learned, throw away the haynes manual! Do not even attempt to service your car without a HELMS!!!

I have a haynes manual and they have complete instructions about
indexing the camshafts... sounds like someone is trying to get out
of a mistake... I will admit the haynes is no where near the depth
of the helms or acura shop manual for our cars.
just say it once to get the feel of it:
"I fu**ed up!"
been there before but on the 3-4 shift and went to second... can we
say fully built valvetrain?> hehe

My mistake..BUT the haynes manual does not mention driving 5.0MM pin punches into the front cam bearing cap to index them to TDC. All haynes mentioned was to line up index marks on cams with mark on the back timing cover. The back timing cover was warped from heat and the mark was deformed. top it all off the "up" arrows arent perfectly straight up when I aligned the marks. So I best guessed it and it started right up. only clue was lack of power below 2,000 RPM and low idle. Funny thing is the damn thing still got 30 MPG on the freeway! Also, haynes manual does not even MENTION how to properly rotate crank gear (past TDC 3 teeth on cam) to set correct tension on the belt. Do not waste your time with a haynes manual to change a cam belt... Other people have posted this problem and this might help them.
