Under California Law, insurance company's can't raise your rates if its an incident that's not your fault. Best way to double check is to ask the company before the claim, if the rates will go up and why.

Re: keyed integ (LAOS)
I dont think his insurance would go up. Your rates usually go up when you're at fault. However, depending on how much damage is done to the car and how much his deductable is, it may not be wise to report it.

I mean, it's pointless to pay a $1000 deductable to cover $500 worth of paint damage. Consequently, If your deductable is $1000 and the damage is $1200, it's still not worth reporting since you're only getting a $200 out of the deal and you're risking being dropped, increased rates, or whatever.

i would get the 200 if you have been with the company for awhile, or have multiple policies with them

Like the first guy said, call and ask the company, unless its liability only and more than your deductible they will pay for it -ded.

My repaint was $3200 from someone keying my integra. I paid the deductable and went on my way. My insurance never went up from it. Make sure to chose a reputable shop to paint your car. You get to chose where your car goes, don't let the insurance company tell you different.

I learned my lesson and it has to go back in because of the clear coat coming up where it was repainted.
