Just replace my VSS.
Months ago I noticed that my speedometer is not reading correctly base on my rpm. Then today I finally replaced my VSS (base on research I did here) and still my speedometer is still off by at least 15mph (again this is base on my rpm). What do you think guys the problem? What else to check? I feel like I wasted my $150 for nothing. please help.

Tire size will not affect the indicated speed in the cluster.
To the OP, have you verified that the tachometer is correct? Have the gauge needle been removed?

Never touch the needle. This morning on the way to work, my rpm is around 2.5k (5th gear) and my speed is still 20mph. The speedometer needle is moving very slowly.

You do not have a speedometer cable in a 1995 GSR. From your SN, I thought that you had a 91.
If you have another cluster, swap it to check the gauge operation.

Is there any other way to check the gauge operation since I don't have another cluster!

check the pins in the connector my friend has a similar problem.. the terminals had corrodid away and had a bad connection.. with a new connector problem was solved!
I know this is an old thread but I had to correct something for anyone reading this.
Actually, that's not true. If you change the stock diameter of the rim+tire, the speedometer won't reflect the correct speed.
Tire size will not affect the indicated speed in the cluster.
