Default Integra Type-R 98' Dried Coolant Blocking Engine Block Drain

Hi, got myself an 1998 Integra Type-R recently, and she's been running like a dream - after driving around for a bit, thought I'd get some maintenance done for peace of mind and longevity. Got some fluids changed during a service, and thought I'd tackle flushing out the coolant out of the entire system.

Radiator drained fine, but I ran into an issue when attempting to drain the coolant out of the engine block - once I got the drain bolt off the engine block, I noticed no coolant was escaping. On closer inspection, I found that it was blocked up by dried coolant, I had no luck chipping away at it so it looks to me that there's a fair amount of old coolant gunk clogging the block.

Any suggestions on what I can do in this situation, if there is any solution I can run through the coolant system that can dissolve the dried blockage? Would regular coolant flush chemical liquid work? Any help would be appreciated.

Pic below is the mess I left after trying to pick away at the gunk, looks like it goes deeper than I'd like.

Are you sure that the block hasn't been filled... maybe like a CSS install ?
