Default idle/vtec problem

I have a 96 integra gsr and it is running like crap my car wont engage into vtec so i probed all the wires everything checked out good, ran new vtec wires and still nothing, swapped out 4 different vtec solenoids with oil pressure sensor and still nothing, had the tune checked and that checked out fine, had the ecu gone threw and they said it tested fine, and with the idle problem evertime i come to a stop sign my car dies and it misses really bad underload so i changed to new plugs, wires, cap and rotor and still runs shitty this has been an endless battle with these 2 things all summer and need to get it fixed so if anyone knows what it cold be that would be great thanks
