This belongs in Forced Induction. This way here you won't get the answers you got in here.
I am not one for boosting like crazy so i'd say whatever is safe. It also depends on your power goal. I am not sure but I think you should get some bigger injectors. Depends what you want out of your car. You have some good work done to the block, etc so I think you could safely boost at 10-13 PSI if tuned properly. Its all in the tuning man.

Curious as to why you would keep a laptop in the car, and if you get "proper" engine management to run a turbo setup like this, then a VAFC is completely worthless. If money's tight, then don't buy an incomplete setup, either get something solid, or save a bit more. Honestly, with all the work you've listed, I would consider block sleeving as well.
I suggest you do some reading first...it looks like a copy n pasted pipe dream to me.
You need larger injectors to take advantage of that turbo. Its not about how much boost you can run, as much is it is how much power you can make. With that work done on stock sleeves you can probably spin that t3 (depending on its size) to the sky. Why the wideband 02 if youre running an AFC? You also have no FMU there, so honestly you wont be running *any* boost.
Youre also missing a ton of components.....the turbo won't just bolt on, you'll need to tell us what kit youre running, or what manifold, fuel setup (FMU as mentioned before), piping, etc.
