94-97 fogs are specific to the 94-97 bumper. If you try to put them in your 2000 bumper it will look really odd.
Yes you will have to run wires if you didn't get any.

Here are some pics of a 98+ Integra with 94-97 fogs:

Here is my setup of how I ran the wiring.
Upper in cabin harness:

To start there are 3 wires coming from the actual switch. One goes straight into the fuse box for power. The other plugs into the relay (see pic for spot.) The third, and final wire is a ground, I use the bolts on the e-brake.
Switch Diagram:

After that I run the wires off the relay. I utilize a 12 volt 30 amp 5 prong relay.
Simple relay diagram:

As you can see the top prong will have a wire ran from the relay all the way to the actual fog lights. The left prong is the wire that leads back to the switch. On my switch its a red/yellow wire. The bottom prong is a wire run from the relay to the fuse box where I draw power from. I use a 30 Amp inline fuse, that is easily detachable. The right prong is a ground.
This diagram shows where each wire is exactly routed:

I found a nice fuse box diagram on google to show where the two wires will be plugged in:

Keep in mind this will allow the lights to only draw power if you turn on the parking lights, low beams or high beams.
After the relay is all plugged in, and the wiring that goes to the fusebox is set up you'll have to run the power wire to the fog lights. I've seen people using a brown connector for this step, I wasn't exactly sure where it was, or how to utilize it. Instead I just run one continuous wire from the relay to the lights.
I loop the wiring at the bumper portion of my harness.. On the left light I solder, and heat shrink the connections. I have a ground wire, and a power wire that lead to the right light. I then make a 3 way connection with the power wire from the right lamp, the power wire from the left lamp, and another wire that will lead to the wire coming from the relay. The same 3 way connection is made for the ground.
Left fog light:

Right fog light:

As you can see one wire will be grounded, the other will be connected to the power wire from the relay.
Sorry for some of the lower quality pics... This is just my setup, I'm no expert in wiring so don't hate. It's functional, and clean to me. Plus it's withstood the last year, so it definitely works.
