Help with CEL codes

Help with CEL codes
My friend is thinking of purchasing a 99 LS teg obd2 but the car has the CEL and has 3 codes coming up:
41 - Primary oxygen sensor heater
54 - crank fluctuation sensor
65 - Secondary oxygen sensor heater wire (black wires)
Does anyone know any of the 3 are major big problems?? or how to fix this, all your help is appreciated thanks.
