Default heating problem DA

hey guys, 91 integra B18A1.

when its cold outside the teg doesnt want to heat up properly and the gauge is normal running temp. When i rev it to accelerate or drive its fine and hot but when I get off the gas and come to a complete stop at a redlight almost immediately it gets cold. I have to rev the car to ~1400 rpm to get heat

I have had a new rad installed recently as well as a OEM Honda thermostat and had the coolant flushed. where is this problem coming from because its damn annoying. Is it just because of the cold that htis happens and its normal or is it something that I should be worried about and have it taken to a mechanic to check it out?

thanks in advance

yeah I was playing around with that and still no luck. I tried both ways the fresh air is on and thats how I have it set up now, and I tried it with the air circulating option and that made my windows fog up after 10mins of driving and it made just a little bit of a difference.
