because test pipes are louder, obnoxious and stink. and depending on where he lives, it can be a problem for emissions.

Oh. I believe he meant would it be beneficial for his horsepower output, not how badly its going to stink or whether or not he will pass emissions

I'd say the difference between a high-flow cat and a test pipe would be 1-2 horsepower, more on a turbo car, but since his is apparently NA it doesnt matter so much. I'd get the test pipe if I were him, but I can see the reasons why one wouldn't want a test pipe. To each his own.
