I have a 96 ls that I just put a 96 c1 in. I am getting a code 21 for the vtec solenoid. When I reset the ecu, it erases the code and the vtec will work. Then after running for awhile it will throw the code again and the vtec wont work. Every time I reset the ecu, it fixes the problem. Is there a possible short?

If the code is coming back again and again, you're not really fixing the problem. You should try to get to the root of the problem.
Try checking your plug or check your valve. Do a search, there are a lot of threads about people throwing a Code 21.

The car runs perfect when it works correctly. When it isnt throwing a code 21, it throws a code 1 for the primary oxygen sensor. Last night it would fix it when I reset the ecu, now it doesnt fix the code 21 when I reset it. The car has a brand new solenoid and pressure switch. Im running a p28 with a boomslang harness and had to repin the wires to a4 and d6. Suggestions?
Maybe check your oil level? I had codes 21 & 22 when I'd inadvertantly let the oil level drop too far
Bit of a long shot, but you never know.
