Default fuel pump problem

so this is my situation fuel pump does not prime. i've changed the fuel pump and the main relay.still nothing i still don't hear the main relay click when you put the key in the ingnition. i'm checking for fuel on the fuel filter. is there a fuel relay because i've looked on the fuse box in the engine compartment and the kicker panel on the driverside and have checked the haynes manual. and it doesn't say anything about a fuel relay, or a fuse that has to do anything with fuel.

p.s. the haynes manual doesn't even say anything about a main relay.so i'm thinking its not going to say anything about a fuel relay or fuse. what could cause the main relay not to get power? car does not have alarm or killswitch to my knowledge.
