People sell used bumpers all the time because they do front end conversions, etc. I got mine for $50.
His bumper looks ripped and severely deformed. If it was just a hole or small tear, he could repair it, but due to the nature of the damage it will take him forever and he obviously doesn't have experience in this department if he is asking this question.

Plastiweld to the rescue.....repairable by a decent shop (and the RIGHT way, none of that bondo ****). Bondo is for smoothing out minor imperfections, not for repairing rips in plastic bumpers. No wonder the Integra market is going to ****.
****, I even went to one shop to try to get them to just spray my new (used) bumper that I got and they wouldn't even touch it because it has spider cracks in the paint...
Reputable shops usually won't even touch stuff like that. They will just get a new bumper, spray it and put that on...

I had an incident with almost that exact same damage, when someone in a parking lot backed up into my car. It also cracked my headlight mounting tabs. I took it to one of the most expensive shops I know in town, and they quoted me the cost of replacing the bumper, headlight with OEM and repainting... about $1700, which I got as a check from the other person's insurance. 
I'd be willing to bet that any attempt to repair that would not hold up over time.
