engine swap question

I don't know much about cars but i was wondering if a car that has 130k miles on it and has rich oil burning can be swapped and run perfectly new?

Edit to ask if you are talking about rebuilding or swapping in a replacement for your abused 130k engine?

What would be cheaper? Or What would be better in the long run for a car that was abused?
