Default Engine stutters

After my car warms up and I'm under 3k rpms and give it anymore the 1/4 throttle the engine stutters and hesitates really bad. Once it get up to 3K though, it runs great. At first, I thought it was because I was running a chipped ecu and was getting too much fuel and just drownding the motor out, but I went back to a stock ecu and it is still doing it. Does it sound like a timing issue, bad tps, fuel pump, Dizzy, cap and rotor? No clue where to look right now. My head hurts from thinking what it could be. Just thought I ask before I start ripping everything apart. And it is on a 97 JDM B20B.

Have you replaced your fuel filter.It may be clogged. So when you get above 3k it has enough pressure to push through what you need.

Fuel filter was already changed. Thought about that. and Thinking it may be the injectors.

Rotor was broke. Change cap and rotor, but still doing it.

New plugs, cap and rotor, Timing is dead on. The sputting is gone, but now breaking up throughout the rpms.
