Engine hesitation

Engine hesitation
I was wondering if anyone could give me some pointers in what the problem may be.
My car hesitates when I'm on the highway doing about 60-65 just cruising it with little acceleration. When the hesitation starts, it does on whatever speed I'm at. It shakes a bit when it idles. RPM's drop to 500 but it still runs.
Funny thing is when I shut off the engine and restart it right away, it goes away like nothing ever happened. I'd appreciate any assistance with this.
94 Integra GSR with B20B engine.
