engine build?

i just had a question about my engine/project build up?
i have a 95 integra with a jdm b16 2nd gen & i was just wondering how this setup would be or if it would be to much?
* port and polish the b16 head or get a p&p type-r head?(would it matter which one?)
* turbo kit (turbo pieced together greddy bov, tial wastegate, garrett t3/t4 50 trim TC)
- still looking at intercooler and piping?
*another question with this is another idea i had of building up a complete type-r build up. what is really needed to do a full engine build? i know a couple of things but does any one have a list of a very good powerful type-r build.
*this is a future/now project so this will probably be a long build up. save,buy piece buy piece.
*just wanted to see which would be the best plan:
-quick and some what easy turbo/boost
or
-complete engine (or head build?)/all motor build?

i was just thinking about it and im pretty sure the most response i will get will be to boost it and it will probably be the best and biggest power gain so my question for the boost is what can i do to the cylinder head to add more power?
port and polish?,camshafts?,intake manifold/throttle body?,

definitly go boost.

BUT MOST OF ALL GET THE DAMN THING TUNED!
Boost is the cheapest method. If you're going that route, save the money on the PnP ITR head and run a stock head with a good setup and tune. That would be the best use of the money...the PnP for the head would have minimal gains on a turbo setup on a stock block

thanks for your guys help. i know of a tuner but not sure if he is the best. does any one know any good tuner shops(and the cost if known) around Bloomington/normal or most likely around Chicago?
