The ELD is a device that measures the electrical load that your car is drawing from the alternator. The ECU uses this information to decide when to drop down the alternator voltage to help conserve fuel.
The actual unit is inside your under-hood fuse box. Unfortunately the unit is not sold separately (I don't think you can even remove it), so you must replace the entire fuse box to fix it (if that is the problem)...
If you have a friend with an integra (or maybe even a civic), you could try swapping fuse boxes to see if it fixes the problem. If it does, then you know you need a new fuse box...
If a new fuse box doesn't fix the problem, you've either got a short in one of the wires going to ELD, or the ECU is bad...

You sure?? I read in my repair manual that the ELD detects the actual load on the engine, by reading the TPS, MAP, and barometric pressure. Never heard about one for the alternator. That really wouldn't be a parameter for calculating fuel or ignition, so I doubt something like electrical load would throw a check engine light. And somebody please correct me if I'm wrong.

The ELD is part of the charging system. Look inside your helms manual in the "electrical" section. If you go the sub-section labeled "charging system" you will see on the first page that the charging system consists of the following:
Battery
Alternator
Alternator Belt
Charging System Warning Light
Under-Hood Fuse/Relay Box (USA: Has built-in ELECTRICAL LOAD DETECTOR (ELD) UNIT)
Apparently the ELD unit is only applicable to USDM vehicles (not Canadian). All this info is being quoted from my 94 Civic Helms manual...
The following page states: "To improve fuel economy, the alternator control system within the ECM changes the voltage generated at the alternator in accordance with the driving conditions." Then it goes on to list all the sensor inputs the ECU uses to make it's charge voltage decisions. Then it lists all the conditions that I mentioned in my previous post that will cause the "lowered voltage" condition...
The page after that gives you a detailed wiring diagram of the charge system (including the ELD).
In my 94 Civic manual, the ELD trouble shooting flow-chart is located back in the "fuel and emissions" section. In my 88 CRX manual, the ELD trouble shooting is located in both "fuel and emissions" and "electrical" sections (Only Si & HF have an ELD).
PS: Integras work exactly the same as EG civics...

, i though it was just bad sparks or something.
